The path of regulations of Bitcoin in India

The recent judgment of Supreme Court, Internet and Mobile Associate v. RBI has ruled that RBI has no power to ban Cryptocurrency since the act is ultra vires as "Virtual Currency" does not fall under the ambit of legal tender under the act.
A mere legalization of Cryptocurrency isn't enough, there needs to be a proper regulation that governs the same. If not RBI, then who has the power to make laws regarding cryptocurrency in India?

I know many of you are not aware about Bitcoin and crypto and why it is useful. Supreme Court in a historic judgement today asked the RBI to remove its banking ban on crypto and this has made me very happy. You must be wondering why? After all, the ruckus created by uninformed media doesn't help you understand the use cases and importance of this emerging economy. Many have gone as far as to call it a scam and useful only for criminals. This couldn't be further from truth, if this were true the current economy and cash would be the biggest scam in the world.
Bitcoin is revolutionary. It enables the users to opt out of the current centralized economy and control of their own wealth. Such possibility has never existed in the history of mankind before. Apart from that every bit of Bitcoin is accounted for in a decentralized ledger ( read: a record of transactions) which cannot be falsified. Hackernoon had a very nice article about Why Bitcoin is Important , which had this line - just because people have found a negative application of the technology doesn’t make it “dark money”. This clearly highlights the stance of banks on it. In fact, the most commonly used currency for illicit activity in India is not Bitcoin but INR, but that doesn't make it evil.
The working model of banks and how the current economy is structured is the reason why we see these repetitive boom and bust cycles in the stock market combined with high inflation rate that makes your money less valuable over time. I mean 10,000 rupees might make you feel rich back in the 60's but today it doesn't hold much value. Bitcoin solves this.
